Under Section 50 of the Motor Vehicles Act, 1988, the registered owner on record remains strictly liable for any accident claims, criminal misuse, hit-and-run incidents, and automated camera traffic fines until the RTO processes the transfer of ownership.

Never hand over vehicle keys against an informal 'Delivery Note' or plain-paper agreement alone. Always ensure that the RTO transfer fee receipt has been generated with an active application tracking number.

Transferring vehicle ownership requires standard statutory forms provided by the Ministry of Road Transport and Highways (MoRTH):

• Form 29: Notice of transfer of ownership of a motor vehicle (signed in duplicate by seller)
• Form 30: Report of transfer of ownership of a motor vehicle (signed by buyer and seller)
• Form 28: Application and grant of No Objection Certificate (NOC) — mandatory for interstate transfer or moving between different RTO jurisdictions
• Form 35: Notice of termination of an agreement of hire-purchase/lease/hypothecation (with bank stamp)

For intra-city transfers within the same RTO jurisdiction, the process takes approximately 14 to 21 working days. For interstate transfers, allow 30 to 45 days as the destination RTO must verify the physical NOC with the originating RTO before calculating applicable road taxes and issuing new state license plates.
