1. The 11-Month Rule vs Permanent Relocation
Under the Central Motor Vehicles Rules, if you are visiting another state for employment or personal reasons for less than 11 months, you do not need to re-register your vehicle or pay local state road taxes. However, if your stay exceeds 11 months, local law mandates re-registration.

2. Securing Form 28 NOC from the Originating RTO
Submit Form 28 in quadruplicate along with original RC, active insurance, PUC, and crime branch non-involvement report. The home RTO verifies records and issues the stamped NOC with a postal dispatch to the destination RTO.
3. Pro-Rata Road Tax Calculation & New Number Plates
At the destination RTO, road tax is calculated on the remaining useful life of the vehicle (pro-rata depreciation table). Upon payment and physical vehicle inspection (Form 20/27), new state registration plates (e.g. DL, MH, KA, UP) are assigned.
